Victorian State Premier Sir Henry Bolte had boasted in 1964 'that not one drop of water would be taken from north of the Great Dividing Range' to boost Melbourne's water supply.

He had been hoping that Federal money for drought aid would be provided as Victoria suffered severe water shortages. At the time Prime Minister Harold Holt and Treasurer William Mc Mahon held the purse strings.
